McDaniel alumnus selected as new Carroll County Public Schools superintendent

Steven Lockard, who earned his master’s degree in Administration (now Educational Leadership) from McDaniel College in 1998, has been selected as the new superintendent for Carroll County Public Schools.

Lockard grew up in Westminster and attended Carroll County Public Schools. His father, the late Brian Lockard, was also an alumnus of McDaniel’s graduate program who led the Carroll County Public Schools in a number of key administrative roles, including superintendent, and later served as associate professor of education and chair of McDaniel’s education department.

Like his father, Steven Lockard earned his bachelor’s degree from Frostburg University. In addition to his master’s degree from McDaniel, he earned a Ph.D. in Organizational Leadership and Policy Studies from the University of Maryland, College Park.

Currently the deputy superintendent of Fairfax County Public Schools in Virginia, a role that he has held since 2014, he served as interim superintendent of the school system from Nov. 2016 to July 2017. He was formerly deputy superintendent in Frederick County Public Schools, where he also served as associate superintendent for elementary schools.

Steven Lockard replaces Stephen Guthrie, also a McDaniel alumnus, as superintendent of Carroll County Public Schools. Guthrie, who earned his master’s degree in Education from McDaniel in 1984, will start his new job as superintendent of Sussex Technical School District in Sussex County, Del., on July 1.
